Has permission been given for these trees to be felled

At the foot of Gooses Lane Pembroke. Are these trees on PCCouncil land. Has permission been given for them to be felled if so why were they felled. If this is in preparation for stooling for coppicing or pollarding very good. But in future the trees should not be clear felled but carried out over a period of years so that the tree screen is not compromised. PCC should implement a plan for coppicing as most stone and bank walls are being destroyed by the weight of mature trees, as little regular coppicing has been carried out since the 1950s.
